CASSIA EDUCATION CENTER MISSION AND GOALS Mission: To provide a program that has a lasting, positive impact on the lives of high-risk students.
We will accomplish
these things through the commitment of our quality staff, in partnership
with parents and community, utilizing a multiplicity of educational approaches,
and small student-educator class ratios in a nurturing environment of
mutual respect and dignity. We will strive to have a lasting, positive
impact on the lives of our students. RELATIONSHIPS
BETWEEN CASSIA EDUCATION CENTER AND OTHER A variety of informal and formal special programs and services are provided at the Cassia Education Center. Informal services, (e.g. Counseling) are available to all students and often require only minor adjustments in a students program. Formal services that require intensive planning and modification are based on the students individual needs. Students may participate in one or two types of formal special needs programs. One program functions under the umbrella of Section 504 of the Rehabilitation Act. This program is for students who have or have had a physical or mental impairment, which substantially limits a major life activity (learning). Students participating in 504 programs are evaluated to identify their special needs. A written accommodation plan is prepared describing the specific services necessary to assist the student in receiving and appropriate education. Finally the accommodation plan is monitored regularly and changes are mage when necessary. Students with more severe needs may participate in special education, which is run under regulations provided in the “Individuals with Disabilities Education Act” – (I.D.E.A.) To be eligible for this program a student must meet the guidelines and criterion for one of 13 disability categories. Students are evaluated and written Individual Education Program (I.E.P.) is prepared. The I.E.P. is monitored and updated when necessary but at least annually. Both the 504 and accommodation plan and the I.E.P. are designed to insure students receive a free and appropriate public education. Occasionally, students are not successful in their 504 accommodation plan or their I.E.P. In these cases a student may be referred to the Cassia Education Center by either the school Accommodation Team or the school I.E.P. Team. The District Disciplinary Review Committee (DDRC), parents, courts, agencies may also refer students to the Cassia Education Center, or others familiar with the students educational needs. TWO TYPES OF BASIC SKILL COURSES ARE OFFERED1. Modified courses – These are classes in which the teacher has modified the method of instruction and/or evaluation of the student, but evaluates (grades) the student at the same levels other Jr. High students. For example: A 7th grader is taking Pre-Algebra and is having a difficult time reading material. The teacher changes the method of instruction so that the student does not have to read the textbook to learn instruction. During a test, the questions are read to the student who answers the question orally. The student’s grade is based on how their scores compare to the level of performance expected for all 7th grade Pre-Algebra students. 2. Alternative courses – When a student is unable to meet the level of expectation established for a course, the goals and objectives may be altered to meet the student’s needs. These classes are called Alternative Courses. An Individual Education Plan, (I.E.P.) is prepared by a team of professionals to direct how the course will be altered. The student’s grade is dependent upon the completion of the class as altered in the I.E.P. An asterisk will appear after the course title on the report card and on the transcript. A note at the bottom of the document will indicate that the course expectations were altered to meet the students needs. HOME/SCHOOL COMMUNICATIONEducation will be successful if it is a team effort between home and school. Sustained parental involvement with a student’s learning and teachers is the best way to ensure that the students needs are being met and will continue to be met. We encourage parents to become involved at our school and maintain an open line of communication. Parental involvement and open communication with the school are crucial to a student’s academic success. Positive feedback will be given continually and also reported home to parents. Please acknowledge and reinforce the student’s positive behaviors with praise at home. REPORT CARDSReport cards will be mailed home during the week following the end of each quarter. (There are two block classes in a quarter.) PARENT TEACHER CONFERENCESwill be held as scheduled by the Cassia County School District. Parents will becontacted if additional conferences are needed.ACADEMIC POLICESThe Cassia Education Center was established to give at-risk students a positive and successful academic experience. Classes will be small and informal with a great deal of one-to-one teacher/student instruction. Students will be guided in modifying their social skills and behavior to levels appropriate for success in returning to traditional academic settings or successful long-term tenure in our district’s regular schools. Students will have access to the Computer Curriculum Corporation Program that will assist teachers in individualizing student’s educational needs. Students will be able to progress in their work at their current skill levels. It is not uncommon for students to catch up on skills they might be low or behind in, enabling them to move up several grade levels in a year. Continual faculty monitoring and assessment encourage students to perform at their greatest individual potential. Students will be graded on an individualized scale. Consideration will be given to effort, attitude and abilities. Our hope is that all students will be able to work at an academic level that is expected of others in the students age group and current grade level. However this is not always the case, if modification of schoolwork needs to take place this will be discussed with the parents beforehand and noted on the student’s report card. Students will also be scored on citizenship, attitude, punctuality, and participation. CREDITS
GRADE PLACEMENT The Cassia Education Center uses a non-graded administrative organization in the seventh and eighth grades. Students are tested prior to entrance to determine academic strengths and weaknesses. Students are then placed in an academic program at their current ability level. Students have the opportunity to advance at their own pace and are encouraged and helped to proceed at an execrated level. Given the individualized learning environment with the low student to teacher ratio, counseling and positive learning atmosphere, students often are able to attain academic successes above one grade level per year. Grade level status will be determined when a student is ready to exit the Alternative School Program. The grade level placement will then be based upon the level and quality of the subject matter completed. The students will also be evaluated on social and emotional growth as well as academical successes. Parents will meet with the I.E.P. and/or 504 Team to review testing results and grade placement. High School students will complete the necessary courses to fulfill graduation requirements. It will be possible for a student who is a Senior to make up classes failed as a Sophomore while still maintaining a Senior status. ATTENDANCEPlease note the correct procedures that must be followed in regard to absences. A discussion of various school policies relating to attendance will be presented in this section of the handbook. We hope that you will take time to become familiar with each of them. ATTENDANCE POLICYThe state laws of Idaho require mandatory school attendance of every person under sixteen (16) years of age. Students are expected to be in school every day that school is in session. The Cassia Education Center will excuse absences due to:
Students are allowed (2) excused absences per block. All appointments, medical/dentist etc. should be scheduled after school.
TARDY POLICYA student is deemed tardy if he/she is not in their assigned seat be 8:15 AM. Three tardies equal one absence. Students can work off one absence (per block) due to tardies by attending a Saturday school. TRUANCIESA student is considered truant whenever he/she is absent from school or class without the consent of the student’s parent/guardian or school official. Absences from school or class after arrival at school and departure from school during the school day without permission of school officials shall be considered a truancy. If a staff member suspects a student’s non-attendance to be a truancy, parents will be contacted before determining the disciplinary action taken. ATTENDANCE REQUIREMENT FOR CREDIT: Classes taught in the eight-block schedule have strict requirements for credit. A student cannot miss more than two days in a block before credit is lost. Special arrangements can be made with the principal and teacher for doctor reported illnesses and time spent in Juvenile Detention Center. Opportunity is also available for students to attend make-up days or make arrangements with the teachers to make up time. It is the students responsibility to make arrangements and follow through. APPEAL PROCESS PROCEDURES
1. All students who have missed 3 days or more in any class regardless of the reason OR have a combination of absences and tardies (3 tardies = 1 absences) that equal six or more absences MUST fill out an appeal form. Students with extended illnesses need to attach a doctor’s statement to the appeal form. Students claiming absences because of a death in the family also need to attach a statement to the appeal form as proof. 2. Check with your teacher to see if your name appears as having a total of two or more absences. 3. Pick up an appeal form from the Cassia Education Center office by date that will be posted at the end of each block. 4. Take appeal form to each teacher listing you as needing to appeal and get the correct number of absences and tardies along with all the dates and the teacher’s signature. 5. Write down the reasons that you feel credit should be granted. 6. Turn in the appeal form to the Cassia Education Center office by date posted. 7. If you know of days you will be absent after the appeals are due, if is your responsibility to fill out an appeal form and turn it in on the due date. 8. Make arrangements with Mr. Knowles to serve Saturday School for each three tardies in a class. (Only one absence due to tardies can be made up per class.) 9. If you have missed two or more days in any class you can make arrangements with your teacher to come in and make up one absence at your teacher’s discretion and convenience.
1. Post a list of students who have a combination of absences totaling two or more who need to appeal. As students miss two or more days OR accrue more tardies in you class add them to the list. 2. Fill in correct numbers of absences and tardies on the student form and sign the student’s form. 3. The credit column listing yes, no or conditional is for the Appeal’s Committee use. Please leave this section blank. 4. Turn your appeal list in to Mrs. Bean by date posted. Please make sure that only students with a combination of two or more absences (three tardies = one absence) are listed. (School excused absences do not count toward the student’s two absences.)
1. You and your student are welcome to attend the appeal board at time and date posted, when your student’s appeal is considered. You may be able to add further facts to the committee in their decision making process. OFF-CAMPUS PERMITSCassia Education Center is a closed campus. Students will not be allowed to leave the campus unattended at any time. Students off-campus without permission are truant. Off-campus permission will be issued for the following reasons:

STUDENT CONDUCTStudents are expected to conduct themselves at all times in a manner that will bring credit to themselves, their parents, and the school. CAFETERIA RULES
SMOKINGSmoking is an illegal offense for minors and will not be condoned or tolerated. Students with a doctor’s medical recommendation will be allowed to wear a nicotine patch if it is part of a cessation plan. Such patch should be in a discreet place on the body as not to draw the attention of other students. The school staff will be encouraging and supportive to the student and will maintain the student’s confidentiality at all times. DRESS CODE AND GROOMING POLICYCassia Education Center follows the school board policy, which is also in compliance with the Civil Rights Act and the courts. A students behavior is usually reflected in the manner in which he/she dresses. Extremes in dress or hairstyles are never in good taste, and are definitely out of place in school. The rules of dress are based on common sense, decency, and modesty. GENERAL RULES FOR ALL STUDENTS:

MESSAGES/TELEPHONE USEStudents use of the office phone will be limited to emergency only. (e.g. illness, etc.) To avoid interruptions of instruction, parents should limit phone calls to students. Students should come to school prepared to go through the day without interruptions. If the student must leave early during the day, please send a note with them in the morning stating the reason and the time that you will be picking them up. No personal messages between friends will be taken over the phone. THEFT PREVENTION GUIDELINESBe responsible with personal and school possessions. Don’t leave personal belongings unsupervised. Leave items of significant monetary and personal value at home. Should you find something missing, please notify a teacher at once. DISCIPLINE POLICYA disciplinary offense may be issued by any staff member. This is a warning, giving the student an opportunity to work out the problem. Appropriate discipline action may also be taken depending on the offense and any previous problem with student on said offense CLASSROOM DISCIPLINEEach teacher posts a set of classroom rules that they feel are necessary to maintain a learning atmosphere. Students will automatically be sent to the principal for major discipline problems. 1st OFFENSE: Warning, teacher/student discussion of the problem. 2nd OFFENSE: Parents are contacted immediately. The student is given the opportunity to continue at school with constant parental supervision, or to leave the school with parents. If the student chooses to leave the school the day is counted as an unexcused absence and the student will be given a four (4) hour Saturday school. 3rd and repeated OFFENSE: Insubordinate. Major offense. MAJOR DISCIPLINEMajor discipline problems are referred to the principal for possible warning, detention, suspension, and/or referral to the Cassia County School Board for expulsion. The procedure for handling major discipline problems is stated below; however any step(s) may be skipped and action initiated at a subsequent step, or suspension invoked if the seriousness of the problem warrants. STEP 1 or 1ST MAJOR OFFENSE The principal will hold a personal conference with the student. The student’s parents will be notified and disciplinary action will be taken. STEP 2 or 2ND MAJOR OFFENSE Step one will be repeated with the option including for the problem to be reviewed by the teachers of the offending student in a meeting with the student, the parents and the principal. STEP 3 or 3RD MAJOR OFFENSE Steps one and two will be repeated. Student could be placed on a minimum school day requirement and/or recommended for expulsion before the Cassia County School Board.
MAJOR OFFENSES INCLUDE BUT ARE NOT LIMITED TO: 1. Truancy of unexcused absences. 2. Forgery/alternation of records. 3. Intentional destruction and/or alteration of computer programs. 4. Fighting. 5. Willful disobedience or open defiance of school personnel’s authority. 6. Theft of personal or school property. 7. Disrespect to any school personnel or substitute teacher. Academic dishonesty. 8. Arson, false alarms, setting of fireworks. 9. Sale, use, or possession of alcohol, tobacco, or illegal drugs. 10. Destruction of vandalism of school property of building. 11. Continual habitual profanity. 12. Offensive profanity directed at any teacher or staff member. DETENTIONAfter school detention will be assigned by the principal. Parent notification is always given prior to detention being served. Detention hours are from 3:15 – 4:15 Tuesday and Thursday. Bus transportation is not provided beyond the regular service. SATURDAY SCHOOL GUIDELINES AND SCHOOL SERVICE
IN-SCHOOL SUSPENSIONFormal suspension means removal of a student from ongoing classroom instruction for adjustment purposes over a period of time determined by the principal. Students placed into in-school suspension are isolated from peers while being required to do all classroom assignments outlined by the teacher. RECOMMENDATION FOR EXPULSIONStudents that accumulate three (3) major offenses could be recommended for expulsion from the Cassia County School District. Every effort will be made prior to this action to achieve student success. State of Idaho law mandates that every child must be in school until the age of sixteen (16). If a student is expelled from the Cassia County School District, it then becomes the responsibility of the parents to ensure that the student meets the required state law. Several options then become available such as home school, private school, or acceptance into another school district. SEXUAL HARASSMENT POLICYStatement of Policy What is Cassia Education Center’s policy regarding Sexual Harassment? Cassia Education Center is committed to maintaining a working and educational environment, which fosters appropriate and respectful conduct and communication between all persons within the Cassia Education Center community. The Board of Trustees and Administration of Cassia Joint School District recognize that sexual harassment can subvert the missions of Cassia Education Center and threatens, in both obvious and subtle ways, the careers of students, faculty and staff. Cassia Education Center does not condone sexual harassment, including sexual harassment. What is Sexual Harassment? Sexual harassment can take many different forms: v Sexual comments, innuendoes, or jokes v Unwelcome invitations to sexual activity v Unwelcome touches, pinches or hugs v Pressure to engage in sexual activity as a condition of promotion or academic standing v Sexual assault SEXUAL HARASSMENT IS AGAINST THE LAW Unwelcome sexual advances, requests for sexual favors, and other verbal or physical conduct of a sexual nature constitute sexual harassment when: (1) Submission to such conduct is made either explicitly or implicitly a term or condition of an individual’s employment, education or participation in a school activity. (2) Submission to or rejection of such conduct by an individual is used as the basis for decisions affecting such individual’s employment, education, or participation in a school activity. (3) Such conduct has the purpose or effect of unreasonably interfering with an individual’s work or academic performance or creating an intimidating, hostile, or offensive environment, for that individual’s work, education, or participation in school activity. The above information is from the final guidelines of sexual harassment prepared by the Equal Employment Opportunity Commission under authority of Title VII of the 1964 Civil Rights Act (as amended). Title IX of the education amendments of 1972 prohibits sex discrimination in any educational program of activity that receives federal financial assistance. WHAT YOU CAN DO TELL THE OFFENDER TO STOP. Don’t joke back. Make it very clear that you do not like the harassing behavior. REPORT THE HARASSMENT TO YOUR SUPERVISOR, ADMINISTRATOR OR SUPERINTENDENT. If the offender is your supervisor, report to the next level of authority. Keep working your way up the chain of command until somebody listens to you. KEEP RECORDS. Write letters or memos that include the person or persons involved, dates, the specific offensive actions and witnesses if you have them. TELL SOMEBODY. Co-Workers or fellow students should support each other against harassing behavior. To further this intent, each school is responsible for creating a safe school environment conductive to student learning. A safe school environment protects against anxiety-producing or demeaning incidents taking place within the confines of the school. The Cassia Education Center has a Zero Tolerance policy for the following serious violations:
These are serious violations for which a student may be subject to expulsion. The administration recognizes that each student’s case is an individual matter requiring close scrutiny to assure that as a matter of fact the student committed the alleged offense(s), and that appropriate disciplinary measures are implemented. Additionally, in all instances involving expulsion, finding of fact shall be presented to the Cassia County School Board with documented data to support such findings.
